I can certainly envision ways that he could win, but outside of using a clever trick I dont see him winning a drawn out battle of attrition. Unless he gets shot in the head or upper torso any shot that lands on him is going to hit flesh. I love Delta and while he's definitely tanky relative to a base-line human, he isn't exactly heavily armored. Unless Delta get the jump on them and somehow disarms them right from the get go he's not going to win a prolonged. But if plasmids are largely ineffective then in general I'd have to give it the Vault Dweller in power armor. If any of those the above work then yeah, Delta all the way. Would winter blast freeze the power armor instantly? Can Delta hack dart it? Can he just any weapon out of the power armor's grasp? Would hypnosis work? (Anyone who's played the first 2 minutes of Bioshock 2 knows how that can play out.) Would probably depend on a bunch of factors.
